embroidery question.......OFM Format?

I have a company basically the only embroidery company around here and they want a 45$ setup fee for a graphic..I work for a non profit and i was hoping to get all of the stitching done for about 35$. Does anyone have the capablilty to digitize this image for me into OFM format..... If i can get it digitized i dont have to pay the set up fee
