can I reduce the stitch count of a design?

Is there a software program that can reduce the stitch count of a design that has been reduced to fit a specific hoop size? I should have stated I'm talking about Machine Embroidery

1. If you are asking about a cross stitch design, they only way you can reduce the stitch count is to change the actual design. You can use a finer count fabric with the same design and it will be smaller.
