Does anyone understand these knitting instructions?

I'm working on knitting a mitten and I'm confused about what this instruction is trying to tell me to do. this is the instruction: 11th row: K27. Turn. Cast on 1 st. P13 (including cast on st). Turn. Cast on 1 st. K14. ***Beg with a purl row, work 9 rows in stocking st. I'm at the point where is says "beginning with a purl row..." I'm not sure whether I need to continue the row I'm working on using a purl stitchor if I'm supposed to turn my work around and continue from there. Thanks in advance for anyone who helps. Is there supposed to be a small hole where I started to purl or did I mess up?

  1. Turn it. You're about to do the thumb. *Edit - don't worry about the hole, when you sew the seam of your thumb you can just thread your yarn around the loose stitches and tighten them up.
