knitting instructions, what does this mean?

I'm knitting my first sweater and I don't under stand what this means: Bind off at neck edge 3 sts once, [2 sts] stitches twice and [1 st] four times. I don't understand what I am supposed to do. I know what the abbreviations stand for, but I don't understand how to do what it is asking me.
