How to soften that hard stuff behind embroidery?

Just wondering if anyone knows how to soften that stuff up behind embroidery?...I've tried washing the top a few times with fabric softener and such...any other suggestions?

1. my son had that problem on his rugby shirt , i picked it off on the stubborn bits i cut it with a small pair of nail scissors just stay away from the edges as it may come undone , hope this helps Tracey
