What does it mean to "single crochet 2 stitches?"?

Rnd 3: sc 1 round even. (8 sc) Rnd 4: sc 2 stitches together around. (4 sc) Crochet hole closed with as many sl st as needed. Ch 6 and then attach bobble to top of hat by making a circle of 5 slip stitches around the top. Fasten off.

1. You really need to state the instruction immediately before this and after it to be sure. The directions could mean that you need to single crochet two times on one loop, or it could mean that you need to single crochet once in each stitch then do something else in the next stitch.
2. you pull up a loop in the next 2 stitches, you should have 3 loops on your hook, yarn over and pull the yarn through the 3 loops and your did your single crochet 2 stitches together.
