crochet mercerised cotton thread for 5shells to 2inches on steel crochet hook no.2--which is the right thread

i have a pattern for a lacy dress for a toddler that says: 100% mercerised cotton thread, 3-400Yd.balls does it mean size 3 or 3 balls --if so, what size thread? the frock looks lacy and fine

2. When in doubt, buy more than you need and keep the receipt. That's what I typically end up doing. When a project calls for mercerized cotton, you can substitute baby yarn and just use a smaller hook. The project will work as long as you check your gauge and stick to it. (I read your pattern as meaning 3 balls of 400 yd. thread.)
